Restricts ownership of automatic and semiautomatic assault weapons and high capacity magazines to sworn members of the Division of State Police, organized local police departments, active members of the armed forces, and members of shooting clubs.

Requires shooting clubs that allow members to possess assault weapons and high capacity magazines to agree to monitor their members' use of these weapons and magazines.

Aims to protect public safety by limiting access to high capacity assault weapons and ammunition to law enforcement, military personnel, and monitored shooting club members.
