Establishes a cooperative effort involving local, state and federal law enforcement officials, outreach workers, probation officers and local service providers to meet with targeted at-risk youth including gang members, former gang members, drug traffickers, youth who violated probation terms, and youth with ties to gangs and street crime

Requires participants in the cooperative effort to inform targeted youth of zero tolerance policies and explain criminal justice consequences of violent behavior and illegal firearm possession

Pairs probation officers and police officers to make unannounced home visits to at-risk youths during evenings and non-standard workday hours, including visits to schools and places of employment

Aims to reduce youth violence and gang-related activity through coordinated intervention and enforcement efforts
