Establishes a state-wide task force to examine procedural problems with addressing blight at the municipal level and create model blight ordinances for municipalities to use as a guide.

Task force membership includes legislative leaders and their appointees, representatives from residential tenants and landlords, municipalities, shopping centers, business associations, and the Chief State's Attorney.

Task force chairpersons shall be selected by the Speaker of the House and President pro tempore of the Senate, with the first meeting required within 60 days of the effective date.

Task force must submit findings and recommendations to the joint standing committee on planning and development by February 5, 2014, and shall terminate upon submission of the report or that date, whichever is later.

Municipalities must send notice to persons cited for ordinance violations within 12 months of the final payment deadline, and notice is presumed properly sent if mailed to the person's last-known address on file with the tax collector (effective October 1, 2013).
