Requires long gun eligibility certificates for rifle, shotgun, and other long gun purchases with requirements similar to pistol or revolver eligibility certificates.

Mandates that certificate and permit holders complete shooting range certification and acknowledge review of state and federal firearm laws during the 12-month period prior to renewal.

Increases renewal fees for eligibility certificates and permits to carry pistols or revolvers to $75, with $5 of each fee credited to a firearm safe storage program.

Requires ammunition purchasers to present a valid eligibility certificate or permit to carry a pistol or revolver at time of purchase.

Establishes firearm storage requirements including use of trigger locks with separate ammunition storage, or storage in a 10-gauge steel gun safe with Underwriters Laboratories "Residential Security Container" rating.

Makes persons who use firearms in crimes or illegally possess firearms ineligible for early release programs or parole.
