Implements a two-week waiting period from application date before any long gun sale or transfer can occur, pending authorization from the commissioner.

Requires transferors to retain applications for at least 20 years and submit firearm transfer receipts to the commissioner and local law enforcement within 24 hours of the transaction.

Exempts certain transfers from requirements including those to permit or eligibility certificate holders, active armed forces members, valid hunting license holders, federal marshals, parole officers, peace officers, and antique firearms manufactured before 1898.

Exempts transfers between federally-licensed firearms manufacturers, importers, and dealers from the fingerprinting and background check requirements.
