Requires operators of noncommercial motor vehicles to remove accumulated ice and snow from all parts of the vehicle (hood, trunk, roof) to prevent threat to persons or property while operating on state streets or highways.

Imposes a $75 fine for noncommercial vehicle operators who fail to remove ice or snow posing a threat, with violations classified as infractions.

Establishes higher penalties of $200-$1,000 per offense for noncommercial vehicle operators if dislodged ice or snow causes personal injury or property damage.

Applies the same removal requirements to commercial motor vehicle operators effective December 31, 2013, with $75 fines for violations and $500-$1,250 per offense if dislodgment causes injury or damage.

Exempts operators during active snow, sleet, or freezing rain conditions and exempts parked vehicles from compliance requirements.
