Expands the definition of "assault weapon" to include weapons banned under California law.

Establishes a rifle permit requirement for purchasing rifles, shotguns, and other long guns, unless the purchaser holds a valid pistol/revolver permit or eligibility certificate.

Authorizes municipal chief executives to designate a chief of police, resident state trooper, or the Connecticut Board of Firearms Permit Examiners to issue permits for pistols, revolvers, and rifles.

Requires background checks on all permit renewals and expands criminal offenses that would disqualify individuals from obtaining firearms permits.

Requires pistol, revolver, or rifle permits for ammunition purchases, regulates online ammunition delivery, prohibits bulk firearm purchases, mandates trigger locks with each firearm sale, and prohibits civilian possession of body armor.
