Establishes civil and criminal liability for property damage or personal injury resulting from failure to report the loss or theft of an assault weapon or firearm as required under Connecticut General Statutes section 53-202g.

Creates civil and criminal liability for knowingly providing access to an assault weapon or firearm to a person ineligible to possess such weapons.

Creates civil and criminal liability for knowingly transferring an assault weapon or firearm to a person ineligible to possess such weapons.
