Amends section 10-262i of the general statutes to allow school districts to reduce their minimum budget requirement if they achieve documented savings through increased intradistrict efficiencies.

Requires the Commissioner of Education to approve the intradistrict efficiency measures before a district can claim savings reductions.

Permits districts to reduce their budgeted appropriation for education by half the amount of savings realized from approved efficiencies for fiscal years ending June 30, 2014 and June 30, 2015.

Enables towns to lower their education budget requirements when school districts demonstrate cost reductions through operational improvements.
