Establishes a single funding stream for quality enhancement dollars and scholarship funds for teachers at state-funded child day care centers to meet staff qualification requirements under section 10-16p of the general statutes.

Requires the Department of Education to honor existing contracts with state-funded child day care centers and prohibits issuing new requests for proposals for such centers under section 8-210 of the general statutes.

Mandates the Department of Education to report to the General Assembly and Governor on projected funds necessary to maintain high quality school readiness programs and state-funded child care centers.

Integrates state-funded child day care centers into the broader child day care system by consolidating these programs with school readiness programs.
