Requires the Commissioner of Correction to submit quarterly reports to the General Assembly on earned risk reduction credits awarded under section 18-98e, which reduce inmate sentences.

Reports must include the number of inmates released overall and those released early due to earned risk reduction credits, broken down by crimes of conviction and amount of credit earned.

Reports must include recidivism data for early-released inmates, including rates of reentry into the correctional system, time elapsed between release and reentry, and crimes resulting in reentry.

Requires the Commissioner to publish and update reports on the Department of Correction's website for public transparency.

Reports must be developed after consultation with the Criminal Justice Policy and Planning Division within the Office of Policy and Management.
