Requires the Commissioner of Correction to establish a nursery facility at the Connecticut Correctional Institution, Niantic for children born to detained women, within available appropriations.

Commissioner must develop eligibility criteria for nursery placement, which may include limiting eligibility to women who were pregnant at the time of detention and whose child was born during detention.

Allows for eligibility restrictions limiting placement to women whose detention does not exceed eighteen months.

May require participants to comply with programs, education, counseling, or other participation requirements established by the commissioner.
