Repeals and replaces Section 22-26nn to authorize the Commissioner of Agriculture to establish a community farms program for preserving farmland that does not qualify for the standard farmland preservation program due to size, soil quality, or location.

Allows the commissioner to purchase up to 100% of development rights directly from eligible owners or jointly with municipalities, with preference given to farms producing food or fiber.

Requires the commissioner to consult with the Farmland Preservation Advisory Board when establishing program criteria, considering factors such as probability of non-agricultural sale, land productivity, agricultural suitability, and community support.

Establishes procedures for filing notices of development rights acquisition in land records, restricting owners from exercising development rights in perpetuity unless removed through a town referendum approved by both the property owner and town legislative body.

Permits the commissioner to partner with nonprofit organizations and municipalities to acquire development rights, allows installment payments for purchases of $10,000 or more, and enables incorporation of federal Farm and Ranch Lands Protection Program requirements.
