Increases the expense threshold for municipal employment of private detectives in crime investigations from $500 to $2,000 without specific appropriation.

Requires municipalities to first apply to the Division of State Police within the Department of Emergency Services and Public Protection for assistance and wait a reasonable time before hiring private detectives.

Mandates written notice of private detective hiring at least seven business days in advance to the municipal police chief (if applicable), the Division of State Police, and the state's attorney for the judicial district.

Establishes penalties of up to $500 in fines and civil liability for municipal officials who violate the requirements, with municipalities able to recover amounts spent in excess of appropriated sums.

Takes effect October 1, 2013.
