Prohibits manufacturing, selling, offering for sale, or distributing children's products containing TDCPP, TDCP, TCEP, or TCPP fire retardants in Connecticut, effective October 1, 2014.

Defines "children's product" as items designed or intended primarily for children three years of age or younger, including clothing, toys, nursing pillows, crib mattresses, and changing pads.

Exempts products governed by federal motor vehicle standards (49 CFR Sections 571.213 and 571.302) and individuals reselling products for personal, family, or household purposes.

Authorizes the Commissioner of Consumer Protection to enforce the prohibition and levy civil penalties of up to $1,000 per day for first violations and up to $2,500 per day for subsequent violations.

Deposits penalties into the consumer protection enforcement account established under general statute section 21a-8a.
