Increases the filing fee for submitting grievances to the State Board of Mediation and Arbitration from $25 to $100 per party, effective October 1, 2013.

Requires each party to pay the filing fee when notifying the board of a grievance or dispute, with both parties receiving a refund if a single public member is chosen to arbitrate.

Adds a new provision requiring parties claiming certain issues are improper subjects for arbitration to notify the opposing party and panel chairman in writing at least 10 days before the hearing, unless the panel determines reasonable cause for non-compliance.

States the purpose of the fee increase is to generate additional revenue and ensure parties filing grievances do so in good faith.
