Amends sections 10-5 and 10-69 of the general statutes to expand opportunities for attaining a high school diploma through general equivalency diplomas (GEDs) and adult education diplomas.

Requires that attaining a general equivalency diploma or adult education diploma remains affordable to adults.

Mandates the Department of Education to have access to data relating to the general equivalency diploma examination and relevant data associated with its issuance.

Addresses concerns that recent changes to the GED examination not prevent state access to examination and related data.
