Increases the cap on allotment reductions from 3% to 5% of total appropriations, with separate limits of 5% for municipal aid and 10% for other appropriations, without Governor approval; reductions exceeding 10% of total appropriations require General Assembly approval.

Raises the threshold for transfers between state agency appropriations requiring Finance Advisory Committee approval from $250,000 or 10% to $250,000 or 15% of the specific appropriation.

Establishes the Office of Governmental Accountability to consolidate personnel, payroll, and administrative functions for the Office of State Ethics, State Elections Enforcement Commission, Freedom of Information Commission, and five other independent agencies, while preserving their independent decision-making authority.

Modifies budget procedures for the Office of State Ethics, Freedom of Information Commission, and State Elections Enforcement Commission by allowing the Governor to reduce their allotments following the same procedures applicable to the legislative and judicial branches, with notice and committee review requirements.

All provisions take effect July 1, 2013.
