HB 6354 Summary

• Restructures Connecticut Health Insurance Exchange board from 12 to 11 voting members, adding Commissioner of Mental Health and Addiction Services as ex-officio nonvoting member, effective upon bill passage.

• Establishes all-payer claims database program overseen by the exchange to collect health care claims data from insurers, providers, and administrators for analyzing safety, quality, cost-effectiveness, and access; allows exchange to impose civil penalties up to $1,000 per day on reporting entities that fail to comply with reporting requirements.

• Replaces Special Advisor to Governor on Healthcare Reform with chief executive officer of Connecticut Health Insurance Exchange as ex-officio voting member of SustiNet Health Care Cabinet.

• Eliminates tax relief rent grant program for elderly renters effective July 1, 2013, except existing married applicants and their spouses remain eligible.

• Repeals sections 19a-724, 19a-724a, and 19a-724b relating to health care cost containment initiatives and Office of Health Reform and Innovation effective upon passage.
