Permits students to earn high school graduation credits through demonstration of mastery based on competency and performance standards, in accordance with guidelines adopted by the State Board of Education, effective July 1, 2013.

Simplifies reporting requirements for regional educational service centers by requiring a single annual report to the Department of Education by April 15th regarding available spaces for out-of-district students, rather than convening annual meetings.

Directs the Department of Education to conduct a study on local partnerships for advancement of the teaching profession and submit recommendations to the education committee by June 30, 2015.

Establishes a task force to study education mandate relief for high performing school districts, review which state mandates may be waived, and submit findings and recommendations by October 1, 2013.

Defines "high performing school district" based on district performance index rankings, progress rates, or achievement gap reduction for low-income students during the 2010-2012 school years.
