Repeals and replaces Section 30-68m of the general statutes, effective October 1, 2013, to establish new rules for retail alcohol pricing.

Prohibits retail permittees from selling alcoholic liquor below cost, with cost defined as the actual price paid by the retailer to the wholesaler plus shipping and delivery charges.

Allows beer cost to be calculated as the lowest posted price during the month of sale plus any shipping or delivery charges paid by the retailer.

Permits retailers to sell one item (either one beer or one non-beer alcoholic liquor per stock-keeping unit) below cost each month, but not less than 90 percent of their cost, if the Department of Consumer Protection is notified by the second day of the month.

Eliminates the previous "posted bottle price" definition that included mandatory per-unit markups based on bottle size.
