Establishes the eRegulations System, to be maintained by the Secretary of the State, containing all Connecticut state agency regulations adopted after October 27, 1970, and makes it the official version of regulations for all legal and administrative proceedings upon certification by October 1, 2014.

Requires state agencies to post notices of proposed regulations on the eRegulations System at least 30 days before adoption, along with fiscal notes, regulatory flexibility analyses, and supporting documents that must be made publicly searchable and accessible.

Mandates that each agency create and maintain an official electronic regulation-making record on the eRegulations System containing all notices, analyses, written submissions, hearing transcripts, and related documents for the period required by law.

Requires agencies and quasi-public agencies to post conspicuous links to the eRegulations System on their websites and directs the Department of Social Services to post its policy manuals on the system by October 1, 2014.

Modifies the standing legislative regulation review committee's structure to include appointed cochairpersons from alternate political parties and streamlines the regulation approval process to utilize electronic submissions and posting on the eRegulations System.
