Modifies section 10-145b of Connecticut general statutes to allow the State Board of Education to issue initial educator certificates to graduates of the alternate route to certification program administered by the Office of Higher Education, effective July 1, 2013.

Expands eligibility for initial educator certificates to include graduates from the summer or weekend and evening alternate route to certification program, in addition to four-year baccalaureate teacher education programs.

Maintains existing requirements that applicants complete teacher training equivalents as required by the State Board of Education and a subject area major as defined by the board.

Preserves the three-year validity period for initial educator certificates, with possible extension for an additional year upon request of a superintendent or assessment team for good cause.
