Bill Summary: HB 06366

• Establishes a new Department of Housing as a separate executive branch department, effective July 1, 2013.

• Transfers housing-related functions, powers, and duties from the Department of Economic and Community Development and Department of Community Affairs to the new Department of Housing.

• Authorizes the Commissioner of Housing to appoint a Deputy Commissioner who would assume the commissioner's duties in case of absence, disability, or disqualification.

• Modifies multiple general statutes to replace references to "Economic and Community Development," "Social Services," or "Office of Policy and Management" with "Housing" in housing-related programs and statutes.

• Removes housing-related responsibilities from Connecticut Housing Finance Authority (CHFA) provisions while retaining Connecticut Innovations, Incorporated (CII) references in economic development planning.
