HB 6367 Summary

• Increases the per-child annual expense limit for educational services for blind and visually impaired children from $6,000 to $6,400 effective July 1, 2013.

• Expands the Assistive Technology Revolving Fund to serve persons with disabilities, senior citizens, and family members, extends loan terms from 5 to 10 years, and sets interest rates at a fixed rate not exceeding 6% effective July 1, 2013.

• Freezes nursing home and residential care home rates at fiscal year 2013 levels for fiscal years 2014 and 2015, with provisions for lower interim rates based on rebasing or agreements.

• Converts acute care hospital inpatient payment rates from cost-based to diagnosis-related group (DRG) based rates effective July 1, 2013, and modifies outpatient and emergency room payment rates to use ambulatory payment classification system.

• Expands Medicaid eligibility to low-income adults earning up to 133% of federal poverty level without asset testing effective January 1, 2014, and repeals the Charter Oak Health Plan and ConnPACE program effective January 1, 2014.
