Authorizes the Commissioner of Emergency Services and Public Protection, with Chief State's Attorney approval, to enter into separate memoranda of agreement with the Mashantucket Pequot Tribe and Mohegan Tribe of Indians of Connecticut to establish tribal police department authority under state law enforcement provisions.

Grants tribal police officers certified by the Police Officer Standards and Training Council the status of "peace officers" under state law, enabling them to exercise law enforcement powers equivalent to state and local police.

Allows the Commissioner of Emergency Services and Public Protection and Chief State's Attorney to jointly revoke any memoranda of agreement with either tribe.

Requires the Commissioner to submit copies of any tribal police agreements to legislative leaders and relevant General Assembly committees overseeing public safety and government administration.
