Establishes the Connecticut Coordinated Assistance and Recovery Endowment (CT CARE) foundation to receive private donations and provide coordinated emergency relief and recovery support following eligible incidents including natural disasters, terrorism, or catastrophic events.

Creates the Coordinated Emergency Recovery Fund managed by the State Treasurer to accept and disburse gifts and donations to CT CARE upon declaration of an eligible incident and board certification of readiness.

Authorizes CT CARE to establish three primary funds for each eligible incident: a victims' relief fund providing direct payments, an individual assistance fund for needs-based aid to affected individuals, and a public assistance fund for local emergency funding to municipalities and nonprofits.

Defines the CT CARE governing board structure with seven governor-appointed members, multiple ex-officio representatives from state agencies including Emergency Services and Public Protection, and two members appointed by the Connecticut Council for Philanthropy.

Exempts private donations specifically intended for emergency recovery from state General Fund accounting requirements and allows CT CARE to establish permanent endowment funds to support operations and long-term recovery capacity.
