Establishes a state-wide uniform crime reporting system within the Department of Emergency Services and Public Protection with policy development by the Commissioner.

Requires all organized police departments to submit uniform crime reports to the Commissioner at prescribed times and forms, including the number and nature of offenses and other required information.

Mandates notification to the Criminal Justice Policy and Planning Division and municipal chief elected officials when police departments fail to submit reports or submit reports with missing, incomplete, or incorrect information within 60 days of the reporting deadline.

Allows the Office of Policy and Management to deny municipalities eligibility for state or federal law enforcement grants for police department reporting failures.

Authorizes the Commissioner to establish an advisory board of police chiefs and adopt regulations to implement and maintain the uniform crime reporting system; requires annual reports on crime extent, fluctuation, distribution, and nature, with specific analysis of sex crimes.
