HB 6382 Summary

• Adds "eligible individuals" as defined under Section 1331 of the Affordable Care Act to those permitted to purchase health benefit plans through the Connecticut Health Insurance Exchange, effective October 1, 2013.

• Expands the exchange's service population from qualified individuals and qualified employers to explicitly include eligible individuals and qualified individuals.

• Removes outdated provision requiring the exchange to evaluate jointly with the SustiNet Health Care Cabinet the feasibility of implementing a basic health program option.

• Renumbers and updates various statutory definitions and cross-references throughout sections 38a-1080 to 38a-1090 to incorporate the new eligible individual category.

• Ensures Navigator grant recipients and the exchange do not discriminate in enrollment services based on eligibility status under the Affordable Care Act.
