Establishes qualification requirements for athletic directors hired after October 1, 2013: must hold either a State Board of Education certificate or a national athletic administrators association certificate, plus a coaching permit issued by the state board.

Athletic directors at the district level must hold an intermediate administrator and supervisor endorsement (or equivalent master certificate from a national association) in addition to a coaching permit.

Allows athletic directors hired before October 1, 2013 to continue in their positions even if they do not meet new qualifications, but prevents other boards from hiring such individuals unless they meet new standards.

Assigns athletic directors responsibility for ensuring coaches hold permits, supervising and evaluating coaches, supervising student athletes, maintaining safe environments, and administering athletic schedules and events.

Requires athletic directors or immediate supervisors to evaluate athletic coaches annually and provide written copies; establishes 90-day notice requirement for non-renewal of coaching contracts for coaches with three or more consecutive years of service, with appeal rights.
