Prohibits pesticide application within buildings and on grounds of public and private schools, effective July 1, 2013, except for certified pesticide applicators responding to emergencies that threaten human health.

Bans lawn care pesticide use on all school grounds, eliminating the previous exception allowing applications on playing fields and playgrounds through integrated pest management plans.

Requires local and regional boards of education to develop and implement integrated pest management plans consistent with state commissioner guidelines and prohibits pesticide applications during regular school hours or planned activities except in immediate health emergencies.

Mandates boards provide written policies on emergency pesticide applications to staff and parents at the beginning of each school year, maintain five-year records of all emergency applications, and notify registrants by any practicable means on or before the day of emergency applications.

Requires school indoor air quality inspections to evaluate integrated pest management plans and emergency pesticide application policies, including the number of such applications made during the previous five years.
