Repeals and replaces Section 17a-451 governing the Commissioner of Mental Health and Addiction Services, requiring a master's degree or higher in a health-related field and at least ten years' experience in hospital, health, mental health, or substance abuse administration.

Requires the commissioner to report deaths of persons with psychiatric disabilities receiving inpatient behavioral health care services within thirty days to the Office of Protection and Advocacy for Persons with Disabilities.

Establishes a central repository for substance use, abuse, and addiction program data from state agencies, judicial branch, and state-funded community programs, with aggregate data access for the Connecticut Alcohol and Drug Policy Council.

Removes the requirement for the commissioner to submit a biennial report to the General Assembly, Office of Policy and Management, and Connecticut Alcohol and Drug Policy Council regarding client demographics, trends, service effectiveness, and cost analysis.

Modifies the Connecticut Alcohol and Drug Policy Council to change the Commissioner of Public Safety to Commissioner of Emergency Services and Public Protection, and removes the council's annual reporting requirement to the Governor and General Assembly.
