Expands mandatory reporters under Connecticut law to include paid coaches and directors of interscholastic and youth athletics (age 18+), athletic staff at higher education institutions (age 18+), and youth camp directors and assistant directors, effective October 1, 2013.

Requires youth camps licensed under chapter 368r to conduct state and national criminal history records checks on all directors and assistant directors who are paid employees or ongoing volunteers before they perform any duties.

Exempts directors and assistant directors from criminal history records checks if they completed a comparable check for immigration purposes within six months prior to employment or volunteering, or if they previously submitted to such checks under this law.

Mandates the Commissioner of Public Health to request checks of the state child abuse registry for all youth camp directors and assistant directors.

Makes criminal history records checks a licensing requirement for youth camps, with checks required prior to issuance or renewal of the camp license if the director or assistant director is already performing duties.
