Establishes an electronic prescription drug monitoring program to collect prescription information for schedules II, III, IV, and V controlled substances dispensed by pharmacies, nonresident pharmacies, hospital outpatient pharmacies, and other dispensers.

Requires pharmacies and dispensers to report controlled substance prescription information to the commissioner at least weekly (changed from twice monthly), including patient identification, drug details, prescription numbers, and prescriber information.

Authorizes the commissioner to contract with a vendor to electronically collect prescription data and restricts disclosure of collected information except as authorized under state controlled substance laws; violations constitute a class D felony.

Allows prescribing practitioners and pharmacists to request controlled substance prescription information for patient treatment and drug therapy management, with protections against employer prohibition of such requests.

Requires all practitioners who distribute, administer, or dispense controlled substances to obtain a certificate of registration and register for access to the electronic prescription drug monitoring program as prescribed by the Commissioner of Consumer Protection.
