Allows medically needy individuals to make lump sum or installment payments to Connecticut to establish income eligibility for Medicaid coverage, to the extent permitted by federal law.

Directs the Commissioner of Social Services to amend the state Medicaid plan to implement these payment options in accordance with federal law and Centers for Medicare and Medicaid Services guidance.

Requires the commissioner to adopt regulations under Connecticut general statutes chapter 54 to implement the bill's provisions.

Effective date is July 1, 2013.
