Repeals and replaces Section 17b-28e of general statutes effective July 1, 2013.

Commissioner of Social Services shall amend Medicaid state plan to cover hospice services as optional services, with long-term care facility residents receiving services at 95% of the facility's per diem rate from January 1, 2013 to June 30, 2013.

Requires Medicaid coverage of foreign language interpreter services for beneficiaries with limited English proficiency effective July 1, 2013, with medical billing codes to be developed and implemented by that date.

Mandates Department of Social Services report semi-annually to the Council on Medical Assistance Program Oversight on foreign language interpreter services provided.

Requires Commissioner to amend Medicaid state plan to include podiatry as an optional service no later than October 1, 2011.
