Extends the foreclosure mediation program deadline from July 1, 2014 to July 1, 2016 for residential foreclosures and religious organization property foreclosures.

Applies mandatory mediation to foreclosure actions with return dates from July 1, 2008 through June 30, 2016, with different procedures for actions filed before and after July 1, 2009.

Requires mortgagees to provide notice of mediation availability, mediation request forms, appearance forms, and financial information forms to mortgagors at the start of foreclosure proceedings.

Establishes mediation periods not exceeding 60 days from the return date, with first mediation sessions required within 15 business days (or 35 days for certain cases starting October 1, 2011).

Prohibits foreclosure judgments until mediation periods expire or terminate, and prevents either party from making motions for up to eight months from the return date during active mediation.
