Allows registrars of voters in a municipality to reduce the number of polling places for primary elections from the standard election polling places, with designation required at least 60 days before the primary.

Requires registrars to notify the Secretary of State and candidates of polling place changes between 60 and 45 days before the primary, with candidates able to object in writing by the 30th day before the primary.

If a candidate objects or municipal registrars cannot agree on polling places, the primary must use the same polling places as the general election.

Requires registrars to mail notice to affected electors at least 21 days before the primary if their primary polling place differs from their election polling place, and to post signs at closed polling places directing voters to open locations.

Permits reduction in the number of required moderators for primaries if polling places are reduced, provided at least one certified moderator serves each polling place.
