Homemaker-companion agencies, registries, and homemaker-home health aide agencies are deemed employers of individuals they supply or refer to consumers for providing homemaker, companion, or homemaker-home health aide services, effective January 1, 2014.

These agencies are liable for unemployment contributions (chapter 567) and responsible for wage payments (chapter 558) to workers providing covered services.

Covered providers are liable for workers' compensation (chapter 568) for all individuals supplied or referred, regardless of hours worked, while consumers are protected from direct liability except through the covered provider.

Consumers, their immediate family or household members, and legal conservators are exempted from workers' compensation liability and third-party lawsuits under section 31-284.

Modifies the definition of "employee" under section 31-275 to exclude casual domestic workers except those covered under this act's homemaker services provisions.
