HB 6433 Summary

• Allows Individual Development Account (IDA) funds to be used for multiple purposes including education, home purchase, entrepreneurship, automobile purchase, lease deposits, or dependent child education (removes "one of" restriction).

• Increases maximum state matching funds for IDAs from $1,000 per calendar year to $3,000 total per account holder for program duration and changes forfeiture procedures for emergency withdrawals.

• Eliminates the Advisory Council on Displaced Homemakers and repeals associated reporting requirements while maintaining labor commissioner's duties to assist displaced homemakers.

• Changes joint enforcement commission on employee misclassification reporting frequency from annual to biennial and adds Insurance Commissioner and Commissioner of Consumer Protection as members.

• Repeals wage board system and related sections (31-61, 31-62, 31-64, 31-65) while maintaining minimum wage and fair wage provisions under commissioner authority.

• Modifies Incumbent Worker Training Program to allocate 50% of annual appropriations to companies not funded in previous three years and allows regional administration of the program.

• Removes Sabbath observance protections from section 53-303e, eliminating requirements that employees not work their observed Sabbath day and prohibitions on Sabbath-related employment inquiries.
