Expands the definition of "employer" under the state occupational safety and health act to include volunteer fire departments and volunteer ambulance companies, effective October 1, 2013.

Exempts volunteer fire departments and volunteer ambulance companies from state occupational safety and health regulations if they are already regulated by the federal Occupational Safety and Health Act of 1970.

Prohibits the commissioner from issuing citations to volunteer fire departments or volunteer ambulance companies unless their violation resulted in serious bodily harm or death to a person.

Maintains that nothing in the occupational safety and health chapter affects workers' compensation laws or common law rights and duties of employers and employees.
