Repeals and replaces Section 22a-45d to require the Commissioner of Energy and Environmental Protection, in consultation with Public Health, Agriculture, and the Connecticut Agricultural Experiment Station, to establish a plan for using or applying larvicide to control mosquitoes.

Requires the plan to be updated by September 1, 2013, to prohibit methoprene or resmethrin use in storm drains and water conveyances within the coastal boundary.

Mandates record-keeping, reporting, and Internet posting requirements for municipalities and the state using methoprene or resmethrin within the coastal area.

Establishes a pilot program to evaluate retail sale and use of methoprene and resmethrin labeled for mosquito control in streams, storm drains, gutters, and bird baths to ensure compliance with product labeling requirements.

Permits methoprene or resmethrin introduction into storm drains and water bodies upon recommendation by the department's mosquito management coordinator to prevent increasing mosquito-borne disease threats, based on surveillance by the Connecticut Agricultural Experiment Station.
