Adds a definition of "lawn care pesticide" to Connecticut General Statutes section 22a-47, referencing the definition in section 10-231a, effective October 1, 2013.

Allows municipalities to apply to the Commissioner of Energy and Environmental Protection for authority to regulate lawn care pesticides within their jurisdiction, subject to approval by town council or town meeting vote.

Permits approved municipalities to either prohibit lawn care pesticide spraying on residential or commercial properties or establish limits on spraying frequency, with separate applications required for each pesticide.

Requires the commissioner to approve or deny municipal applications within 90 days, approving only when the pesticide poses a threat to human health or the environment sufficient to warrant prohibition or frequency limitations.

Maintains state commissioner authority over pesticide regulation while carving out limited municipal authority for lawn care pesticides under this approval process, effective October 1, 2013.
