Removes requirement for dam owners to notify commissioner of ownership transfers within 10 days, relocating this requirement to the dam registration section with a deadline of 10 days after transfer.

Shifts inspection responsibility for dam construction work from the commissioner to the dam owner, who must employ a registered professional engineer to conduct inspections and submit a sworn statement within 30 days of completion.

Extends dam registration deadline to October 1, 2015, and provides liability protection for information self-reported on registration forms, shielding owners from civil penalties for data that cannot be independently verified.

Requires owners of high or significant hazard dams to develop and implement emergency action plans updated every two years, filed with the commissioner and affected municipalities.

Establishes mosquito control measures including prohibitions on methoprene or resmethrin use in coastal storm drains in municipalities without documented West Nile virus deaths, and authorizes the commissioner to conduct mosquito surveillance and elimination work in municipalities with populations over 100,000 where human West Nile virus deaths have occurred.
