Establishes regulations for providers of immigration services to foreign nationals, defining prohibited activities and requiring written contracts with specific protections for buyers.

Immigration services contracts must be written in English and all languages offered, signed by both parties, include a three business day cancellation right, and contain a statement of buyer's rights in conspicuous ten-point bold type.

Providers must include a statement in at least twelve-point bold capital letters declaring they are not attorneys and not accredited to represent clients before U.S. immigration agencies.

Prohibits providers from offering guaranteed results, claiming influence over government officials or courts, or representing access to programs unavailable to the general public.

Violations constitute unfair or deceptive trade practices; buyers may recover triple damages plus attorney's fees for material contract violations, and may terminate contracts at will without penalty.
