Commissioner of Consumer Protection, with advice from the Commission of Pharmacy, shall adopt regulations prohibiting any person from knowingly purchasing, trading, selling, or transferring counterfeit substances.

"Counterfeit substance" is defined as a controlled substance bearing a trademark, trade name, or identifying mark of a manufacturer, distributor, or dispenser other than the actual one who manufactured, distributed, or dispensed it.

"Controlled substance" means drugs or substances in schedules I through V under Connecticut's controlled substance scheduling regulations.

Violations of the regulations carry civil penalties of up to $10,000 per violation.

Regulations and penalties become effective January 1, 2014.
