Requires the Judicial Department to implement written examinations for hiring and promotion to lead judicial marshal, supervisory judicial marshal, and any subsequent corresponding supervisory positions, effective January 1, 2014.

Mandates the Judicial Department develop and update written promotion examinations after consulting with at least three supervisory judicial marshals and three non-supervisory judicial marshals.

Transfers any property used by sheriffs prior to December 1, 2000 for prisoner transportation and court security to the Judicial Department.

Changes statutory language from "assure" to "ensure" in sections governing judicial marshal employment standards and training programs for prisoner custody and court security.

Applies all changes effective January 1, 2014, amending General Statutes sections 6-32d(b) and 6-32f(a) and (b).
