Increases the filing fee at the State Board of Mediation and Arbitration from twenty-five dollars to one hundred dollars per party.

Maintains the refund of filing fees to both parties when a single public member of the board is chosen to arbitrate a grievance or dispute.

Requires parties claiming certain issues are improper subjects for arbitration to notify the opposing party and panel chairman in writing at least ten days before the hearing, with an exception for reasonable cause delays.

Takes effect October 1, 2013.
