Repeals and replaces the previous ban on urea-formaldehyde foamed-in-place insulation with a new certification and testing framework for all foamed-in-place insulating materials (except urethane and styrene foam).

Requires manufacturers or suppliers to certify to the State Building Inspector that foamed-in-place insulating materials comply with formaldehyde emissions standards before being sold or installed in the state.

Mandates formaldehyde emissions testing using either the California Department of Public Health Standard Method (with indoor air quality modeling for school classrooms) or equivalent certifications from recognized environmental standards bodies.

Requires all test samples to be prepared, sprayed, packaged and shipped according to ASTM standard D7859, and tested by ISO/IEC 17025-accredited laboratories.

Establishes penalties of up to $500 for the first offense and up to $1,000 for subsequent violations of the certification and testing requirements.
