Mandates applicants sign written agreements acknowledging they must complete full Medicaid applications within 10 days of screening and that services are limited to 90 days pending final eligibility determination.

Directs the Commissioner of Social Services to seek federal Medicaid matching funds for costs during the presumptive eligibility period and to identify Older Americans Act funding for applicants ultimately found ineligible for Medicaid.
